But he is sure that Pompey are committed to find the right person to succeed the Everton-bound director of recruiting.
Boardman, from the Midlands, will join Goodison Park as their Senior European Scout, as previously announced.
Kenny Jackett named the former Wolves commentator as Fratton Park’s head of recruitment in September 2017.
Following Rich Hughes’ entrance as sporting director, he continued to hold that post, playing a significant role in last summer’s recruitment drive that brought 14 new faces to the south coast.
However, after six years with the Blues, Boardman will be joining Everton.
‘The impact of Phil departing will be tremendous since he has been such a fantastic servant to the football club over the previous six years,’ Mousinho told The News.
‘I’ve worked very closely with him since I arrived in January, and he was a huge part of what we were able to do this summer.’We’ve brought in some outstanding players to the football club, and Phil played a big part in that; he’s very good at what he does. In some respects, it’s not surprising that he was signed by a Premier League club.
‘He has had a huge influence here and is well-versed in all of the leagues.
‘Phil was instrumental in bringing Kusini Yengi to the A-League.’
As a result, Kusini Yengi came here and worked tirelessly to get Terry (Devlin) to Northern Ireland.’
He knows football from the Premier League under-21s to non-league, and all the leagues in between, as well as overseas leagues. It is so heartbreaking to see him go.
‘There is really little we can do at the moment if he wants to work for a Premier League side, and we wish him all the best.’
Hughes will be in charge of finding a replacement for Boardman.
And Mousinho understands the value of retaining the strength of a recruitment department that has brought in players such as Regan Poole, Connor Shaughnessy, Christian Saydee, and Will Norris this summer.
‘We are definitely going to have to appoint a head of recruitment,’ Pompey’s head coach continued.
‘We need someone that fits into the current model, working with Rich, working alongside myself, and attempting to fit into how we’ve done things thus far.
‘We clearly have a chore on our hands to locate that, but we’ll make sure we replace him correctly. There is no space for sentiment; we must move on, and we must move quickly.’
