Since these players are under contract even though the league year hasn’t started, they won’t be able to negotiate with other teams in the offseason. As long as they don’t exceed the 90-man roster cap, teams are free to sign as many players to future contracts as they choose.
These players will most likely be brought into OTAs, minicamp, or training camp so the Packers can assess them. Ahead of the 2025 season, there will be more offseason additions to the 90-man roster, such as free agent signings, draft selections, and possible trades.
