According to a recent Sports Illustrated report, Albert Breer believes the Browns will be interested in him.

“Why would Cousins oppose a move to a position where he could start? My understanding is that he wants to avoid the predicament he found himself in last April, when he was caught off guard by Atlanta’s choice to choose Michael Penix Jr. with the eighth pick. “And that could be where the aforementioned teams’ draft positions come into play,” Breer added.
Browns Must Trade for Cousins.
There were reports that the Atlanta Falcons will release Cousins at the start of the offseason, allowing any team in the NFL, including the Cleveland Browns, to give him a chance.
However, the Falcons handed him a $10 million bonus in March, indicating that they intend to keep him on the roster until a deal occurs.
Anything might be an issue for the Browns, who have one of the NFL’s worst cap situations. They also have to exchange assets for his draft capital, something the Browns may not want to do given their current circumstances.
Still, he has ties to Cleveland, which might be significant.
“Given Cousins’ links to Browns coach Kevin Stefanski from their time in Minnesota, I believe Cleveland regarded him as the best option available at a very low cost. I’m not sure what will happen now that the price includes at least one draft pick and a higher salary than the organization presumably anticipated,” wrote Zac Jackson of The Athletic.
